the china custom is just like the russia custom.
and the exporter we not make the custom declaration by ourselves,we make the custom declaration by the forwarder(it's your pointment forwarder),so if we want to change the bill of lading,we must ask the fowarder to contact with the custom to change.
the problem now is the china custom not allowed to change the bill of lading,I think your forwarder should already told you about this!
