Пожалуйста, знающие люди, подскажите мне: может ли считаться действительным указ, основанный на Правилах, которые уже отменены? если это так, то таможня хамски нарушает действующие правила об оказании почтовых услуг в России...

" Our representative has contacted Russian Federal Customs and confirmed that the parcels from our webshop UGG STOP have been detained by Russian Federal Customs, because Russian Customs are treating all our separate parcels as one ‘consolidated freight’, which has special customs requirements to clear the parcels.
All our parcels are single orders to individual private citizens and not a part on any wholesale order. All our parcels are processed individually: each order is packed in a separate parcel, addressed to an individual customer and processed by Australia Post one parcel at a time. The postage is charged by Australia Post separately for each individual parcel. In every other country we send our parcels to, all our individual parcels are treated as separate postings, not as a part of ‘consolidated freight’.
We never had such a situation in any other country in the world. In every other country our individual parcels are treated as separate postings and the Postal Service of that particular country acts as the agent between the International Sender, the Customs in that country and the addressee in that country.
We have contacted Australia Post, our delivery partner for all our orders, and asked them to clarify the situation. Australia Post will contact the Russian Post to clarify this matter and to find out how to resolve it.
Australia Post has not been notified of any changes in Russian Post procedures or laws and Australia Post had never before came across such an issue."
Ладно, на нас им насрать, но уж коллег то своих австралийских почтовиков таможенников могли б и оповестить об изменениях...
