From 2022, the IATA Dangerous Goods Regulations will no longer permit loose lithium ion or lithium metal batteries to be packed as PI965 Section II or PI968 Section II.
shippers who currently ship loose lithium ion batteries packed as PI965 Section II, will need to modify their internal process and prepare these shipments as fully regulated Dangerous Goods – with more stringent marking, labelling and documentation requirements

интересно... еще не пришла нам книжка IATA DGR на 22-й год, посмотрим. PI-965 Sec II/PI-968 Sec II шли без декларации опасного груза, похоже Sec II просто убрали из инструкции по упаковке
