То, что планируют с 01 августа ввести в КНР - это, в частности, НДС на морские перевозки, как бы неадекватно это не звучало.
Ниже выдержка из письма линии МСС:
"According to Cai Shui ... Notice ... issued by the Ministry of Finance and the State
Administration of Taxation, as from 1 August 2013 the tax policy concerning China’s Value Added Tax (VAT) pilot program will be expanded nationwide. The
notice states businesses providing from MCC Transport will be taxed VAT with ratio of 6%.
With the implementation of the Cai Shui [2013] No. 37 Notice, MCC Transport
would like to announce that from 1 August 2013, a value added tax of 6% is
applicable for all charges pay at PRC only.

К услугам, представляемым линией, относится, помимо прочего, морской фрахт. Выходит, что с 1 августа стоимость фрахта должна будет выставляться линиями с 6% НДС сверху

в этом письме речь идёт о внутренних (не ехроrt) перевозках в Китае:

то есть минус налог ВТ плюс НДС

Initial advice is given that fm 1/8, China will implement 6% value added-tax IN FORCE on-top of oceanfrt, FOB charges, ex-work charges,etc.
Indeed, this is not a new issue, which if you still recall, have raised since late of last year but over 1/2 years till now, most of carriers/coloaders/trucking companies applied already but certain carriers/coloaders/trucking companies not yet implemented in force.
Fm 1/8 onwards, this no doubt will be in forces as China policy are changing fm time to time & now, take serious measures in the makret.
STILL, we are not sure how this measure fm carriers/coloaders/trucking companies will be taken but one thing for sure, there will be more and more sounds fm shipper in near futures at the beginning stages until they accustom their market change which (as experienced in the past, will take months whenever new measures are adopted)
In other words, oceanfrt in prepaid basis as well as FOB charges/ex-work charges will no doubt be affected & increase by 6% but still, I will keep you all informed one by one & adopt when really necessary & unavoidable

If there is any further change of tax regulation, additional informations will be released and you will be notified shortly and charges have to be adjusted accordingly if neccessary.

Вчера 2 агента "пасквили" прислали. Похоже, что начнется чехарда. какой-то объем перетечет мастерам уходов от налогов

на 100% разводка - попытка на шару 6% накрутить
в Шанхае это уже более года работает - но об этом тоже умалчивают....
делают вид, что сами удивлены и разводят руками...

вообще, мир меняется - кормовая база сужается
скоро кол-во таких разводок увеличиться на порядок

Implementation of 6% VAT [Cai Shui no. 37]

Dear Valued Customers,
Further to our two prior advisories dated 2nd July and 11th July 2013 regarding the application of Value Added Tax (VAT) on ocean transport services under Cai Shui no. 37 (Circular 37) issued by the Ministry of Finance and State Administration of Taxation, we would like to inform you that as of today, the policy remains unchanged. This means all ocean transport service providers, including Maersk (China) Shipping Co Ltd, are required to implement this tax policy that will become effective as of 1st August 2013 in order to be legally compliant.

Due to significant uncertainty surrounding the implementation of this policy over the past month, as a commercial consideration, Maersk Line has decided to maintain existing invoicing arrangements towards customers and absorb the VAT on customers’ behalf from 1st August through 14th August 2013. We hope this commercial consideration will assist you to better cope with the change in government’s tax policy.

As from 15th August 2013, an additional 6% VAT will be levied by Maersk (China) Shipping Co Ltd on top of the freight and all other charges payable in Mainland China.

For customers who require a VAT Fapiao, the effective date will be the VAT Fapiao issuance date. For customers who do not require a VAT Fapiao, the effective date will be the payment received date. The VAT paid to Maersk (China) Shipping Co Ltd would be considered deductible for companies eligible to VAT deduction in China.
In the meantime, we will continue to review and discuss the implementation of this policy with relevant Chinese authorities. We will keep you informed should there be any new regulatory announcements.

в общем Маэрск за свой счёт до 14-го числа включительно всё оставляет по-старому, а остальные линии с 1-го числа уже вводят. 6% к фрахту и к локалке в Китае.

1. морские перевозки не облагаются НДС, а услуги агента - это экспорт услуг и тоже НДС равен нулю
2. НДС уже более года взымается в Шанхае, пол года в Тяньжине - мои шанхайские агенты работают нормально - более того, рады отмене налога ВТ и замене его на НДС

Подскажите пожалуйста, то есть BT отменили, а НДС с экспорта услуг по фрахту равен нулю?
