Текст я нашел. Там прямо "Война и мир" по объему (вот где бюрократия - шлепают директивы по 300 страниц, причем, основная часть текста скопипастена из предыдущих директив).
Наоборот, исключая подключаемые гибриды. А запрет на все авто напрямую в РФ уже давно действует.
